ECB accelerates digital euro, first issuance set for 2029

The European Central Bank has just unveiled a key milestone in the development of the digital euro. After a preparation phase that began in November 2023, the institution believes it is ready to accelerate the project: a pilot exercise could start as early as 2027, with the first actual issuance envisaged for 2029, subject to legislative approval by 2026.

Why this ambitious timeline?

Two major factors are driving this acceleration:

  • The growing shift of payments toward digital and the declining use of physical cash.
  • The need for Europe to strengthen its monetary sovereignty and adapt to a globalized digital payments landscape.

Three priority areas for the success of the digital euro

The European Central Bank is structuring its efforts around three main pillars:

  1. Technical preparation: establishing the technological foundations and testing systems and architectures.
  2. Market engagement: collaborating with payment service providers, merchants, and consumers to test, refine, and deploy the system.
  3. Legislative support: working with European lawmakers to adapt the regulatory framework required for issuance.

Potential benefits for citizens and businesses

The digital euro is presented as a complement to cash, allowing for:

  • more reliable and modern access to digital payments,
  • greater digital inclusion,
  • a response to evolving consumer habits.

Challenges to overcome

Despite the enthusiasm surrounding the project, the European Central Bank notes that several questions remain unanswered:

  • the protection of users’ privacy,
  • the security of digital infrastructures,
  • the impact on the traditional banking system.

Upcoming steps

  • By 2026: finalization of the European legislative framework.
  • From 2027 to 2028: implementation of a small-scale pilot project.
  • 2029: possible launch of the first issuance of the digital euro for the general public or institutions.
